However, you would still need a guardian or adult to actually sign the waiver if you were a minor. And you would NOT be able to take a minor with your IF you are also a minor. Unless of course there is an adult with you (but 3 person kayaks are few and far between). If you are asking this question as an 18yr old, then legally you should be fine anywhere. I imagine some very strict company may exist, but I doubt you would be stuck with them. And being 18, you would then be able to bring a minor with you, just be absolutely certain to bring a lifejacket for them.
